“Facilitating Change – Communication and Inspection” was the theme of the Standing International Conference of Inspectorates, which gathered, recently, in Oslo (Norway), 96 participants from 35 member countries.
Jorge Morgado, Director of the Regional Inspectorate of Education, was one of the participants of the meeting. He said to the newspaper “Diário de Notícias da Madeira” that “the change in Madeira is in accordance with the international debate, which it is based in more field operations”.
The debate was focused on communication, as a key element for change and for the improvement of education.
The event discussed examples of methodologies and materials, which it facilitate communication before, during and after the intervention of the inspectorate. According to the different forms of organization of Educations systems, the director of the Regional Inspectorate of Education said “it was possible to see common goals”.
Of the meeting resulted the importance of establishing international relationships, networking in small and large groups and also the provision of information and tools.
Jorge Morgado said that “the school has to change, because it feels this need and not because of the intervention of the inspectorate”.
The Regional Inspectorate of Education aims the improvement of school performance and the reduction of the repetition and school dropout.
The Inspectorate`s priorities are: the monitoring programs (pedagogical area) and the schools audit (administrative and financial area).
The Inspectorate aims the quality of students` and children` learning. From an administrative and financial perspective, the Regional Inspectorate of Education will focus: on the quality evaluation of the planning process; on the organization and control of the administrative and financial management of schools; on the reasonableness of decisions, in the framework of the legal regime of administrative autonomy and the management of public education and teaching establishments – Autonomous Region of Madeira.
