Regional Inspectorate of Education

 

The Regional Inspectorate of Education is part of the Regional Department of Education, dependent on the Regional Secretary. The Inspectorate practices the inspection of the educational establishments and of the dependent services of this Regional Department, through evaluation, audit, verification and technical support, in order to ensure the public service of education.

Our main mission is the school as an educational organization and our priority is the quality of education, in a perspective of education for all, human rights and inclusion.

Our strategic guidelines are:

To suggest or cooperate in the preparation and implementation of measures, in order to reach the improvement of the regional education system and the quality of the educational establishments, through the promotion of students` success, the change of the culture of year repetition, the promotion of critical spirit and the ethical commitment to transform the socio-educational reality;

To evaluate the regional education system, within the scope of the organizational evaluation and the development of schools;

To conceive, plan and execute inspections, in order to promote the pedagogical and organizational quality of educational establishments;

To conceive, suggest and execute studies, which contribute to the creation of education and training policies;

To evaluate the performance and the administrative and financial management of services and organisms of the Regional Department of Education, according with the guidelines and policies established;

To frame complaints and participations of the general public and of the community, taking the necessary measures.

 

HOW ACHIEVE OUR STRATEGIC GUIDELINES?

 

The Inspectorate staff will develop actions to achieve the improvement of services, giving visibility to the activities and actions. Our highly qualified inspectors represent the organization and our main principle is the provision of information to the general public and educational community.

The Inspectorate is a partner for the improvement of organizational logics of this department, with special focus on school as an educational organization, in order to reach the improvement of the education quality for children and students.

The vision of the Regional Inspectorate of Education is to ensure the quality of children` education and of students` teaching, in a perspective of education for all, human rights and inclusion.

The mission is the inspection of the education and teaching establishments and of the dependent services of the Regional Department of Education, through the evaluation, audit, verification and technical support, in order to ensure the public service of education.

STRATEGIC OBJECTIVES

 

To suggest or cooperate in the preparation and implementation of measures, in order to reach the improvement of the regional education system;

To develop actions, which promote the quality of the educational establishments, in a perspective of promotion of students’ success, change of the culture of year repetition, promotion of critical spirit and ethical commitment to transform the socio-educational reality.

To improve the response of organizations, so they can ensure the public service.

To refocus the role of the Regional Inspectorate of Education in the context of the new organizational logics, in articulation with the Regional Department of Education and the Finances Inspectorate (Regional Department of Finances and Public Administration).

To proceed global evaluations of the Regional Education System, in the framework of organizations evaluation and professional improvement of teachers.

To promote exchanges with similar institutions of the Autonomous Region of Azores, national and international level, in order to know other practices and to show our reality.

To have a qualitative evaluation, in order to promote the reflection of schools. To provide information and to submit proposals to the Regional Secretary of Education.

To observe in the evaluation of the administrative and financial dimension the legality and the good management of public money, without neglecting the students` and children` success.

For the 2015-2016 school year, the objectives of the Regional Inspectorate of Education and of the XII Regional Government of Madeira are: the improvement of students` success; the change of the culture of year repetition; the reduction of school drop-out; and monitoring (pedagogical area) and audit (administrative and financial area) programs.

The objective of the learning development activity is to know how schools: diagnose, implement and evaluate measures to improve students` learning; see the development and the effect of the measures applied; persuade the monitoring and self-evaluation of execution and results of the new measures.

From an administrative and financial perspective, the Regional Inspectorate of Education will focus: on the quality evaluation of the planning process; on the organization and control of the administrative and financial management of schools; on the reasonableness of decisions, in the framework of the legal regime of administrative autonomy and the management of public education and teaching establishments – Autonomous Region of Madeira.

The Inspectorate aims the quality of students` and children` learning.
